The Fancy Frozen Top Hat appears as an icy blue Fancy Top Hat with a curved bottom portion and a giant 6-sided snowflake in the center, covering most of the hat. On the top of the hat is a thick layer of snow with a few icicles dangling off of it. This item comes in only one color variety.
